Strategy 1
Areas with a population of two to two-and-a-half lakh (a cluster of 20-25 village panchayats or a combination of towns and rural areas) will be developed as Urban Growth Hubs. Older towns or entirely new towns will be developed as Small and Smart Towns.
Strategy 2
A high-quality super-specialty hospital will be established for each of these population clusters.
Strategy 3
A world-class education system will be developed within these clusters, including primary schools, high schools, colleges, skill development centers, and sports academies.
Strategy 4
A strong and modern commercial and industrial center will be developed in every cluster, ensuring that 10,000 youths can find dignified employment and work opportunities within a 5-10 kilometer radius of their homes.
Strategy 5
Citizens in this region will be guaranteed 24x7 drinking water, electricity, and world-class sanitation facilities.
Strategy 6
Every urban center will be well connected to all surrounding villages through modern public transport systems.
Strategy 7
World-class recreational and public facilities like cinemas, multiplexes, parks, open theaters, and auditoriums will be developed in every growth hub.
