The execution of state activities should be entrusted to democratic institutions, subject matter experts, and capable organizations or individuals willing to take responsibility.

Strict and effective measures will be taken to make the governance system free from corruption.

Innovation, research and development, and knowledge creation must be promoted, and the non-government sector will be encouraged to distribute knowledge.
